Seems the doctor forgot how to spell his own name.
The statement is signed 'Dr. Ronnie Jackson.'
When the doctor actually spells his first name ' Ronny' and uses his middle initial, plus no doctor would sign their name that way.
It would be signed Ronny Jackson M.D..

Doctors don't usually use superlatives like 'excellent' anyway.
It looks like they wrote that statement themselves, or maybe they had some help from this guy.
