The sources I've found suggest while Tunnels under Gaza have been in use for decades.... Prior to the Hamas takeover in 2007, they had been primarily used to smuggle / store goods & contraband from Egypt into Gaza... I found nothing which states the tunnels were ever used as Bomb Shelters for the Gazan civilian population against Israeli Airstrikes ------ However, here is a Hamas Rep stating Hamas Militants use those Tunnels as shelters to protect themselves from such Artillery & Airstrikes, and launch attacks ---- and that it's up to the UN and others to protect the Civilians above ground...
