The lines are kind of blurred regarding the 2, but I believe a Serial Killer is someone who has killed numerous people over a period of time, like a John Wayne Gacy, Ted Bundy or the Green River killer Gary Ridgway.... Mass Murderer is someone who kills multiple people in a single incident like the Parkland Shooter Nikolas Cruz who killed 17 victims on the same day, or the Las Vegas massacre shooter Stephen Paddock who killed 61 in one incident.
