Government Structure The Iroquois Confederation was governed by a Grand Council of fifty chiefs: the Onondaga sent fourteen chiefs to the council, the Cayuga, ten, the Oneida and Mohawk, nine each, and the Seneca, eight. The Tuscarora were nonvoting members.
