Now as I said earlier growing up "True Bums" lived Downtown and slept in the alleys those were like your true "Hardcore" Drunks & Heroin Junkys
Today they are everywhere
It will change once society changes....
people have been trained to either shut up or ignore real problems
fixing the problem has been labeled being against people's "Constitutional Rights"
Like everything else the "Constitution" has been weaponized to allow bad behavior of all kinds
