Imagine if Mexico "accidentally" armed an insurgent army in the U.S. How do you suppose that might work out for them?
CIA created the cartels. It's where they get their funding. And they are not part of ur government any more than the federal reserve is - just a parasit upon it. If they answer to anyone, it's the british royals.
