They got 95% of what they asked for. Sharing Jerusalem as a Capitol with the jews was a reasonable solution. They could have negotiated from there. And as for your broken logic about losing billions ....the Palis would gain hundreds of billions in investment .....almost over night if an independent Palestinian state was allowed to rise ....
