The ENTIRE POINT is that DHS is reframing by redefining "violent criminals" and "worst of the worst".
They are doing so in order to justify filling their quotas with random illegal immigrants - whose mere presence here does not make them violent criminals, or even "bad".
Only meeting their quotas will justify continuing their funding at current obscene levels.
