It's hard to say for sure, it appears to happen in just about every section of the government. I only know what I read. Healthcare (Medicare/Medicaid), unemployment insurance, tax fraud and of course pandemic relief. Kennedy probably opened up a can of worms by opening up the Medicaid data but it needed to be done.
