It is for the sports tourists. They arrive, spend 3 or 4 days at an expensive hotel, eat in expensive restaurants, watch some expensive shows, go shopping in high end stores, and play a little bit at the casinos. The tourists will come to Vegas for the game, and then spend many thousands all over town.
They don't care if you ever come to any games.
