It is not the Biden campaign fund. It is the Biden-Harris Campaign Committee Fund. The campaign fund was registered in BOTH their names.
Apparently, they recognized that there might come a time when Joe might have to step down, so they decided to make it a joint campaign fund, and both Biden and Harris have equal access to the campaign funds.

Saurav Ghosh, a lawyer at the Campaign Legal Center, a non-partisan watchdog group, said because Harris was already part of "Biden for President" as the vice presidential candidate, her claim on the money should be secure.
"Anyone challenging the legality of this move has slim odds of success," Ghosh said.
