There are no exigent circumstances involved in a daylight lawn-watering incident. And there was no manhunt afoot.
And even in YOUR scenario, he would be under no lawful obligation to produce ID, and a refusal would only result in temporary detainment - no charges, as no law compels him to produce ID. He just wouldn't get the fat settlement check that Pastor Jennings deserves and will get.
