Every true hermaphrodite on earth has/does not have functioning gonads. The ones with functioning gonads are of the male sex with both sets of genitals - no uterus. The one without functioning gonads tend to have uteruses and are females with both sets of genitals or with disambiguated genitalia.

Most true hermaphrodites are female, with a penis and no gonads. Many have gonadal tissue but is is "ovo-testicular" - NOT gonna make babies.
Failure to disambiguate does not create a third sex. There are two sexes.
