You're asking the question backwards. The fact that ****** riot is prima fascia evidence that they are victims of systemic racism. Otherwise you are blaming THEM - suggesting they lack impulse control, good character, intelligence, or some combination of those virtues. That's white supremacy. That, you must avoid.
