it's not as cut and dried as you think...for one thing, are skool counselors and 'social workers' qualified to a level to determine at what point the child is of the maturity level to understand what they're about to undertake? These are assessments that need to be determined by licensed psychologists who have an ethical obligation to determine whether parents should be involved and to what capacity...
