I don't know, maybe to get a case off his back that had been dragging on for years.
Jones had a whole group of Clinton hating lawyers working pro bono for her who refused to let the case die even after it was dismissed by a judge.

The suit was filed in 1994.
In 1998 it was dismissed because the judge said that Paula Jones could not show damages.
But her lawyers appealed it anyway so he paid the settlement while it was still on appeal in 1998.

Seems like he could have won, but he just wanted it over with.
