Given Obama's ignorance of the Constitution, I'm not surprised he'd bungle this.
Yes, Mueller is subject to Trump's discretion. So is the entire Justice Dept.
He's part of the Justice Dept. not an entity by himself, which would be a blatant violation of the Constitution. He has no legal authority on his own.
