That's NOT a wall, and it is NOT new.
It is replacing fencing that was already there.

Last year, Congress passed an omnibus bill that included the allocation of $341.2 million to replace about 40 miles of existing pedestrian and vehicle border fencing "using previously deployed and operationally effective designs, such as currently deployed steel bollard designs, that prioritize agent safety; and to add gates to existing barriers."

Trump signed the bill into law on May 5, 2017.
