Mueller was never going to go against DOJ guidelines and indict a sitting president, but the report hardly clears him.

Mueller was perfectly free to express his opinion about Trump's guilt.

Mueller defied Rosenstein's and Barr's request to issue his opinion on whether or not Trump had committed a crime.

Instead, he took the sleazy Comey route and smeared Trump in violation of Justice Dept. rules.
