One is abuse of power and the other is obstruction of congress.
The obstruction charge occurred DURING impeachment, making it like an arrest for resisting. You cannot be arrested ONLY for resisting, otherwise your resistance was justified as you were being arrested for nothing. Also, obstruction of congress in not a high crime. It's not a misdemeanor.
So they still need one REAL charge.
The only other charge was "abuse of power." Abuse of power is an argument - a complaint. It's not a statute. It isn't a high crime. It isn't a misdemeanor.
