That is one laughy load of horse ****, right there. Biden ain't holding rallies because biden cannot draw a crowd - and covid got hyped as his excuse. It's also an opportunity to deal in the favorite ballot of dems - the write in ballot.
Now he only speaks to captive audiences in the Rose Garden.
