Ok, you don't live there.  But, two things:

1.  No matter what state you live in you can not buy from an FFL without a UBC.  That is against federal law.

2.  With out knowing what state you are talking about we can not argue about PRIVATE SELLERs, who by law are not allowed to make a living doing it and are allowed to make an occasional sale.
