It's a founding phrase - probably predates the founding. An alien jurisdiction is one that has no lawful authority over you - like if Mexican authorities came to your house and arrested you for putting your toilet paper in your toilet instead of in a trash can, since Mexico has small pipes that clog from paper. That law might be enforceable, but not in your house in your country.

Likewise, the federal government enforces a foreign jurisdiction under our Constitution when it forces you to pay an income tax or arrests you on charges you already beat at the state level or ignores the democratically passed laws of your sovereign state and enforces marijuana laws or other federal laws that your sovereign state has rejected.

Like that time in the 70s when they bullied all the states to do a nationwide 55 mph speed limit - even though many western states had straight roads for miles and many miles to cover. Fun fact - 55 costed lives, because going slow on long journeys results in fatigued driving - second only to drunk driving in causing deaths. That's what central planning by the party committee looks like. Anti-democratic, anti-family, anti-life, and a foreign jurisdiction wreaking havoc on the body politic. It's people who do not have to live with policies implementing policies, as opposed to local rule/power to the people.
