Enlistment has been down for DECADES. Even with the 9-11 dummy rush, they lacked the troop strength to carry out their plans. ANd a new draft was political suicide AT BEST and a massive, culture-wide **** you at worst: a LOSS OF CONSENT that could never be pretended away.
So what did they do? They federalized the national guard, and made people whose only job was to protect their individual states in emergencies go and die for wall street. Now Walz, of course. Never Walz. But the real men? They had to go fight in affie and iraq, even though they had signed up to protect their respective states.
