NO, IT WOULDN'T!
EVERY COUNTRY has the duty to protect its citizens from being attacked by your "potential assailants". And they DO NOT have to give a **** about the perceived gripes of terrorists who ONLY want to kill them and DO NOT want to live in peace as Hamas has proven over and over again!
