Why are there so many CURRY nignogs headed to the WH?

A culture that for many years had an epidemic of unwanted wives burned to death thanks to accidental kitchen fires / gas explosions.
They have always grown a surplus of food but lacked the necessities to get the food into the hands of their starving citizens.
