Good question. I don't know how it can be defined. The point is that when these tech advances occur, there appears to indications that some unknow species from outside Earth have arrived. 

To take more modern examples, do you remember the Phoenix lights in 1997? I was there in Scottsdale when it happened. It is still unexplained to this day. Yes, there are millions of theories claiming to debunk it like flares or the air force doing some kind of experiment, but it has still never been 100% debunked. During the timeframe of 1995 and 2000, there have been quote a few sightings that still remain unsolved today. The tech advancement at that time was the internet. 

Even recently, it has happened again. UFO sightings that can't be explained from 2020 to now. The new tech? AI.
