My personal definition of fair taxes mirrors Madison's: From those to whom most is given, most is expected.
The wealthiest receive the greatest blessings from government. The wealthiest should pay the greatest percentage and the greatest amount.
The original U.S. tax scheme ran the government on excise and impost taxes. Excise taxes are taxes on manufacturing and impost taxes are taxes on imports. CONTEXT is important, here. In those days, the working poor wore "homespuns" - clothing made of hemp by family members. They drank no imported wines, wore no imported fashions, ate no imported cheese - in sum, the impost taxes that ran government never touched a hair on the head of a working man.
Likewise, working people generally made their own plows and reins and other manufactured goods. As a sodbuster gained enough success to afford a manufactured metal plow instead of a homemade stone or wood one, he would contribute a smidgen to the commonweal. So, this was our origins.
Reagan turned that on its head. He passed the biggest tax cut AND the biggest tax raise in history. It was a MASSIVE wealth transfer from bottom to top, and society is reeling from it to this day. He trickled down on workers - I have the pee tapes. And the reagan scumbags are merciless, exacting, devoted, and fanatical. It goes as far as to put the same taxes on a 40 ounce can of beer as on a bottle of Dom. Cigarette tobacco is taxed to holy ****, whereas pipe tobacco is a relative tax virgin. The tax code in this country is subject to ongoing scrutiny and tweaking to ensure that the poorest are kept that way and the richest are, too.
