There is a lot of historical context to how the calculations have changed, and admittedly I am not an expert on all the details.
All I know is that if the US govt “honestly” reported the data, the actual numbers would be significantly worse. Just like how we should assume homelessness is at least 3x (likely 4-5x) more than what is reported by Dept of HUD as PROVEN by my OP.
