Actually the people pulling this off - insurance scams, defaulting on CCs, and at least 30 other methods - are above avg (> 115) 

The "smart" people see that this is a FFA (free for all) where the biggest THIEVES get rewarded. Working hard so the ultra wealthy and poor steal from you just makes you a chump at this point.

There was the story about how the libtard led Washington State Unemployment Dept was outsmarted by real life Nigerian scammers. 
I don't recall the details...but I'll bet Political Correctness on the part of the clueless and witless libtards played a big role.
