Why would a state with $1.6 trillion in debt ok a sex change for a death row inmate?

If you're going to execute the guy for a three murders then why would you spend tax payer $$$ on a sex change?
In case you're feeling sorry for this guy just remember he threw a man and his wife overboard while they were alive.....with an anchor around them...
