Why would a state with $1.6 trillion in debt ok a sex change for a death row inmate?

Do you think this makes common sense...?
Forget about the law for a moment..
You're going to EXECUTE the guy...(that's the law) and you give him a sex change operation...
If you care about the law why isn't he dead already?
