Why would a state with $1.6 trillion in debt ok a sex change for a death row inmate?

So a gas station hundred of miles away from a hurricane drops their prices .40 a gallon for a week because of the "hurricane"..
The storm was states away..hundreds of miles...
Wanna explain why they would do this?
