The legal definitions of loaded and unloaded are irrelevant in the context of the rules at a PRIVATE shooting facility.

I have already addressed a private shooting facility.  

Now we are talking what you said constitutes an unloaded weapon.  The questions remains.  In your definition if the chamber is empty but the magazine is loaded is that an unloaded firearm?  You made the comment.
