The PRESIDENT does NOT have control over the NATIONAL GUARD without a GOVERNOR or DC MAYOR releasing them and putting them into action within their State/District borders. He can REQUEST them, but they can be blocked along the way by MULTIPLE people. The National Guard act basically created "militias" within the States that is SUPPORTED by the US Military, but NOT FULLY CONTROLLED BY THEM.
