I don't know about that... I know Woodrow Wilson was a Socialist, BUT, HE NEVER weaponized the Federal Government, OR went after his political enemies with the DOJ, the Federal courts, and HAND PICKED Judges?  What Hillary Clinton started was a TOTALITARIAN take over of the Federal Government, the Military, Dept. of Justice, and the UN-elected Govt. Bureaucracy... and THAT should send shivers down America's spine... Barack Obama appointed a TOTALITARIAN Socialist to be head of the CIA (Brennan).. and others into various positions... that DESTROYED our Military, our FBI, CIA, IRS, and that's only a few...  Joe Biden just went too far, and tried to USE the Weaponized System for his OWN enrichment..

NOW there are rumors he wants to PREEMPTIVELY pardon THOUSANDS of his cronies, who are involved in the treason up to their eyeballs... EVEN THOUGH, they have NOT YET been convicted of ANYTHING... BUT KNOWS theu MIGHT be. 

Personally, I think there is HARD STOP relating to a "pardon", from the standpoint that you have to be "CONVICTED" to be "PARDONED"... and MOST of the GUILTY bureaucrats have not yet been convicted... SO, I think he's STUCK... but he may STILL TRY !!
