Sounds like savvy investors know that the dips will occur but how do they know how soon they will recover...?
PG&E was recently hit with the financial hardship of the 2018 fires that were in middle California.
They ended up converting as much overhead wiring to underground wiring as possible, since arcing from the overhead lines into the trees is a possible cause of fire.
A massive hit for PG&E to take. 
They exercised eminent domain on my lot to install a concrete pad mounted transformer along with several runs  of underground conduit to feed a handful of other homes with. 
They paid me $5,000..which was at the high end of what they handed to the home owners.
I doubt the work that started in 2018 has had time to pay for itself.
