I smile every time I see that ad.
It's the "Libertarian" in me that just completed a price list for what it would take to build a  24 x 44  "storage building" that doesn't require any permits [but would be easily converted to a dwelling]
Built to all current codes from the foundation on up with T1 11 plywood siding, 2 x 6 exterior walls, metal roof [with hidden fasteners]...$30,000 DIY for just an empty shell [with no utilities or interior] 
That ain't  too bad and this is based on retail prices.
Another $10,000 for a DIY septic system,, bathroom and kitchen plumbing
$1500 for a [easily sourced used wood stove], brick hearth area and chimney.
A Libertarian will look at this as a better "insurance policy" to have [if the unthinkable ever happens to the primary residence] than making 15 yearly payments into Allstate for fire and storm insurance.
