Addicts, drunks, the lazy, the mentally ill.....everyone will take advantage of any situation that gets them what they want.
Is it our responsibility to provide any situation needed to get them what they want?...no!
If they are disabled help them....if they have kids put the kids somewhere safe and provide for them....otherwise let them starve if that's what their goal is in life....if they don't care why should we?
