Minnesota as a state pays more into the federal government than it receives, Walz said.
"Those are our dollars that he is stealing, unconstitutionally," he added. "Congress as I served, as Attorney General Ellison served, appropriates the dollars. This is so far beyond the pale to try to pull these dollars back."
Nearly two dozen Democratic attorneys general, including Ellison, are
filing a lawsuit against the Trump administration to stop him from instituting the freeze. Ellison said Trump's actions usurp the power of Congress, and the administration doesn't have the power to stop funding to the state.

I'm sure they're lying as they make it sound like everything will be frozen...the ****'s panicking because he pissed away an $18-22bn surplus last session and his next biennial budget forecast has him at another $5bn deficit...stupid ****...
I am not a tampon tim fan, but I am not a big government guy, either. And seizing allocated state funds is classic big government.
It is bad enough that federal funds all originate with the states, but only find their way BACK to the states with strings attached. To withhold them from the states altogether - and without lessening any of the already considerable burdens the states face, often mandated by activist federal courts - is the opposite of respecting democratic institutions.
The closer to the people power is expressed, the more democratic that expression of power. The expression of power by the federal government is the very farthest - and therefore the least democratic - expression of power within the US. And make no mistake: dollars are power. Taking them away is taking away power. From the states and the people.
I do not believe that Trump has the authority to freeze funds allocated by Congress back to the states, and I believe he will lose on this issue in court.
Now, that's a first-blush take, based on your broad-strokes broadside. I've not heard about this until your OP. But it is a principle-based take. I don't care WHO the president is, and WHICH asshole governor is crying about it, I don't think that **** is right.
