It usually ends up funding crime organizations. The money goes to these corrupt governments instead of the people who need it. They use it to fund their human trafficking and drug pushing businesses.

USAID prepares the ground early, like plowing at the end of winter.

Find the cracks and exploit them, buy quislings in all areas of society, foment a color revolution,
pay student protestors......and its off to the races.  

We have just witnessed this in Georgia and Romania.
