Tattooing prisoners went out of use until the Holocaust. The tattooes were like the Yellow Stars. Stigma. It's clear that that Hitler didn't create the anti-Jewish sentiment of the early 20th century, but he certainly exploited it. Germans were struggling after the Treaty of Versailles was imposed. Money was worthless and folks were hungry. All that adds up to the events that lead to the death camps. Globally, What happened to the Jews wasn't that unique. Genocide is pretty common in human history.

Soviet prisoners were also tattooed. The tattoos only reportedly happened at Auschwitz. The testimonies claimed that only the prisoners who were selected to work were tattooed; It wasn't a mass occurrence across the board.
