When CONGRESS makes a "blanket" appropriation with the BUREAUCRATS making decisions as to WHERE it's allocated, then the PRESIDENT can and should APPROVE each expenditure. The EXECUTIVE BRANCH can ALSO STOP THAT expenditure. ALREADY been multiple SCOTUS rulings on those things, STUPID PIECE OF ****!!
Either CONGRESS makes line-item appropriations of they have NO SAY AFTER THAT!!
