UKRAINE IS NOT A PARTY TO THIS WAR. It is a battlefield in this war. It's people are collateral damage by NATO policy and by Russian existential necessity. Putin won't even have peace talks with Ukraine - he insists on peace talks including western european leaders.
Update - this might have changed. It looks like the talks in Turkey are between Russia and Ukraine - still trying to get to the bottom of it.
