You know the case is made when you decline to stipulate to facts.

Actually, you are reusing to stipulate to facts.

1.  FACT. ATF classifies the M 16, or any automatic weapon, as a machine-gun.  Please stipulate to that.

2.  FACT. ATF did not classify the Sporter a machine-gun because the design was changed.

When you stipulate to those facts you may begin asking more questions.
