OK, let's suppose you are Trump's speech writer and you have him announce this to the entire World.....
 
"Well, our proxy war on Russia failed yugely so we have no choice but to steal something from Mother Russia and or Ukraine in order to recuperate the money we wasted all these years trying to make Ukraine our newest Missile Base and of course  bring Russia to financial ruin".
