I had thought the bill to be just trolling. I had thought it rather clever. And while I thought it lamentable that our politics had degraded to trolling, I still thought it appropriate to the day in which we live.

I knew they caught a bathroomer macking on kids - though I hadn't known it was through a sting, I hope it doesn't happen that in addition to him being the guy "the doll" is used to catch, we learn that his bill was in earnest. It would take all the fun out of it. It would go suddenly from being a knee slapper to being a head hanger.
