I say it's both. You have to be **** stupid to allow your TDS to prevent you from seeing the obvious good that efficiency does.

efficiency is one thing 

taking a chainsaw to programs, then having to walk it back because it was a stupid thing to do is another

Im all for finding waste and fraud 

but not taking the time to make sure that the good of a program isn’t being needlessly cut

is strictly political 

and hard on working Americans that are part of those programs
