CONGRESS has had DECADES to be "more methodically" and how'd that work out?? Well, it only ADDED MORE WASTE, FRAUD, and ABUSE is how it worked out because these ASSHOLES determined that they would "bring home the bacon" for their Districts AND their reelection coffers.
