I think there might be some middle ground between streets without law enforcement and law enforcement getting away with lawlessness. Testilying is DEFINITELY a thing. THAT would solve the problem, wouldn't it? Hey, we didn't have organized police forces until 1844, when New York formed their department half a century after the ratification of the Constitution, so what's the point of having them, right??
